I have never used Phalcon myself but I was a bit curious about it few months back. If I am not mistaking than the speed of Phalcon is coming from the fact that it is not a framework as we know it. It is and extension to the PHP itself so it is installed on your server like any other PHP extension. I think that no framework will ever be faster than that.
I am happy with Laravel and not planning on switching to another framework. But if the speed was the most important thing from my project than I would consider it.
