I'm assuming Apache as it's not specified what web server software is being used.

In you http.conf for this location/host you just need to allow the option your wanting to use or Options All.

Example:

Add to existing list

<Directory /home/*/public_html>
    Options MultiViews Indexes SymLinksIfOwnerMatch IncludesNoExec (add the Option name that your trying to use)
...

Or allow all options to be used ...

<Directory /home/*/public_html>
    Options All 
...
