Just go to your .env file and add the following:

APP_KEY=hereissomerandomkey

on your config/app.php the cipher value should be 'cipher' => 'AES-256-CBC'

make sure you have mcrypt php extention is installed and enabled.

you can verify that by running a phpinfo() or on the cli run php -m | grep mcrypt
