check again your file permission. check the user/user group. that's the only issue I can think of with regards to that error.

@topwuo, If your php scripts are run as nginx, then writing to ~/services.json will write to nginx's home directory, is that what you intended?

updated my larval to 5.x version. the error is similar : [failed to open stream: Permission denied] but this time it is to the log files.

@Xum , do you know how to fix nginx's permission problem? should I modify my nginx/conf.d/myconf.conf ?
