So i just have to type that in the command prompt? Should i cd to c:\xampp\htdocs\laravel\laravel and type the command to change the timeout? Thanks BTW :)

yes and yes :)

Edit: follow the same format as the line you ran originally but prefix with COMPOSER_PROCESS_TIMEOUT=2000 (depending on how you called composer)
