You need to have an internet connection to install laravel.

A work-around might be: Download and install laravel using composer on a computer that is connected to the internet. And copy the app (using an usb, or if the server and computer are connected) to the server.

A important remark is, that you wont be able to update the laravel code, so security fixes and improvements won't be easy to install.
