"forbidden" means your server is blocking your index.php from views by the public. check if the htaccess file is there on the public folder and it's directive are compatible with the correct version of apache on your server. You also need to check permission for the public folder.

Thank you for the help, I believe it had to do with the htaccess file not being reached properly.
